Background:
A citizen is calling because she has bulk items (sofa and other large items) sitting at curbside for over a month and the City’s Public Works crews have not picked the items up yet. This is the third time that the citizen has called to complain. You know that the Public Works Department is short-handed because they had to fire a couple of people who were suspected of drinking on the job and therefore are behind schedule. The citizen is very upset and is threatening to contact the newspaper as well as her council member to complain. She feels that if she lived in a better part of the city this would not have happened.
